Plumbing Issue with new residence

So, I'm looking to get some advice on an issue that I am currently dealing with involving my "new" landlord. So me and my boyfriend have been living at the residence for 3 months on October 1st. Since the 11th of September, we have been without running water to due our neighbor chopping down trees and it falling on our water tank/line and busting it (we have spring water if that counts for anything). Yesterday being the 19th, was the first we have heard from our landlord since (the 12th) he told us someone would be coming by sometime between the 17th and the 21st. He contacted us to inform us that someone would be coming to assess the issue today, the 20th. He then proceeds to inform us that the plumbing technician wont be able to get us a new tank and line installed until the 5th of October. Now my main frustration comes from the fact that i am currently 37 weeks pregnant and my baby could make her way into the world anytime now. I personally think we should be required to pay, at the absolute most, half of the month's rent for October. Advice please?
