Probably not much you can do.
As long as the roof was in good shape when the inspector looked at it, he can't really predict what was below it. Reread your inspection report. We're there any notes? Pictures?
The previous owner likely has zero liability. Unless you can prove they intentionally defrauded you, that's not even worth perusing.
If you could find the original contractor who obviously installed the roofing incorrectly, you _might_ have a case against them... but it would be difficult and likely costly. Most contractors get away with shoddy work without much recourse.
It's but what you wanted to hear, but I think you're going to have to open up your wallet. A good roofer may be able to reduce the price of a new roof by reusing some of the shingles (maybe) and might give you a little break for compassion.
