Rescinding a Verbal Offer

Anybody have experience with a verbal offer having any merit for a tenant that was on MTM and was verbally approved for a 12-month lease, but was given a 30-day instead? She was caught for the 3rd time not picking up after her dog, destroying the lawn after being tied up for extensive time, and made it obvious that she was looking to move when she contacted one of my listings, not knowing that it was me, suggesting that she was looking at moving anyway. I am pretty sure that without a binding contract signed by both parties, there is no contract, but I was just curious if anyone has experience with something like this.
