Useless property what to do?

I own a 3 unit multi family that is part of a 2 piece parcel of land. The multi family unit sits on one lot that is about two acres then on the other side of the road sits another 1 acre lot.

The two lots have to remain joined for the purpose of the mortgage.

I have just found out that the 1 acre lot has a 70 foot right of way that was previously defunct and then next to that the rest of the 1 acre is a large gulley rendering the entire parcel useless.

It costs me insurance and about $600 in taxes each year.

The new holder of the right of way is adamant that he won’t let me do anything with the space because he is building a luxury housing development further up the road and he wants the space to remain green.

Previously my dumpster was sitting here but now the right of way owner is making me move it.

Does anyone have any thoughts on what I can do with this space? ROW owner won’t buy it because he doesn’t want the tax liability.
