Best way to reach small multi-family investors?

I am a developer building a bunch of fourplexes and duplexes in San Antonio.  I am thinking of advertising on LoopNet/CoStar, still yet to talk to them.  Heard that they are super expensive due to their monopoly.   

Any advice?

PS: Real Estate Agents - please don't contact.  I am also an RE agent.

If you just put them on the MLS at a decent price, they will sell. We don't have enough inventory of nice duplexes or fourplexes. There's really no need to use loopnet here, and I don't think it's where most duplex/fourplex buyers are looking.
