windows open in 10 degree weather UGHHH

Ive kept my eye on a 9 unit near me that has been listed for a while but not at a price Im interested yet.  Its on one big furnace so they rent it utilities included.  I drove by the other day and saw one of the windows in a unit wide open.  IT WAS 10 DEGREES OUT!  Just made my blood boil and I dont even own it!   I just had to vent about it!!
