How to find local operators in Dallas and Houston to partner?

Which strategies have worked for you? I am out of state and would bring capital but am looking for co-sponsors. I'm not looking for passive opportunities.

As @Chris Tracy said, you need to get yourself in front of those operators and that means going to events where those operators will likely to be at. There are multiple events throughout the year in both Houston and Dallas. There is one upcoming this Saturday in Houston.
