Performance home for rental units?

Specifically ERVs. I'm working towards Energy Star in my new 4 unit build because it's fairly easy to get slightly above code and cheap to have the raters come and certify you with the Energy Star label which would add value for the tenants especially for people with alergies or aesthma. 

But my question is if using an ERV is going to far? The units won't have HVAC system due to the cooler climate but because of the tightness of the home i.e <3 ACH, I actually need an ERV so I don't kill my tenants due to C02 or VOC poisoning.

The problem is ERV filters need to be replaced every 3 months for all 4 or 5 units. So I guess the PM would need to go out there and coordinate that at $100/hour + MERV13 filters while everyone in the chain taking a cut.

Anyone do this in their apartment or have a better solution or is this simply it?
