Property that is part of a subdivision

we are talking to someone we know about buying his inherited property.

we just did a title search, it has a lot of taxes owed. something else I didn't think about, it shares a common walkway with other houses.  (in a row)

I'm not sure all this impacts. who is responsible for snow removal, repairs, etc?

this is from the title search:

"All that certain lot or piece of ground situate in the Borough of XXxX, County of Allegheny and Commonwealth of Pennsylvania, being parts of Lot Nos. x, y and z in the Plan Subdividing a Portion of the [MunicipalityName] Place Plan as recorded in the Recorder's Office of Allegheny County, Pennsylvania...

"ALSO TOGETHER with and subject to the easement of passage way for the use and benefit

of the owners, their heirs and assigns of premises known as numbers [1a, 1b,1c] [street name], which said passage way is more particularly bounded and described

as follows, to-wit:

BEGINNING at a point...then it just goes on to give the location in coordinates.

How do I go about investigating this further?

you see if there is a shared easement agreement recorded.. if not its just no man's land with no one having responsiblity
