Manufactured (w/foundations) home park

I had a question about manufactured home parks, that are on foundations. A little bit about my ideal.  Buyers would choose from 4 different models and they would have to pay for the foundation and infrastructure on that small lot (driveway, utilities to home, yard, ect.). They would lease the space for between $600 and $700 per month and pay for their own utilities.

I have a R-3 1.16 acres property with an adjoining 1.20 acres property that is for sale. I need income not for resale. I also don't want to do the work to get it to that stage (so looking into possible partners). Right now it is a planned unit development subdivision with 11 nice homes planned. Thinking about changing this. Very close to town (walk to shopping, public transportation ect.) and in a nice area in California.

I was thinking we could work with one "Green" manufactured home company that we choose with different models and get a kick back for each home sold. Is that possible or illegal? What do you think about a more upper end Park? Many seniors in our area.
