Park owned homes and billing water bills

Hello BP, So I have a park with 36 lots. 23 are park owned homes. 11 are tenant owned. 2 vacant lots. I’m going to be installing water sub meters so I can bill back the water to the tenants. Most likely soon. Do you think some of the renters renting out the POHs will move out because of the added water / sewer expense Anyone that have MHPs with POHs have any insight on this? Just a little nervous to pull the trigger on it. Should I wait to sell off the POHs first before adding the water meters and bill the w/s back?
