I once read a review about Utmost Property Management that said, ‘I am sure it will only be a matter of time before someone stands up to them.’ That time has come, and I am that someone.
With professional experience in property management and fire safety, I understand the legal and ethical responsibilities owed to tenants. In 2008, I was honored with the Apartment Community Excellence (ACE) award for Maintenance Supervisor of the Year for 200+ units—recognition of my commitment to maintaining high standards in tenant safety and housing compliance from MMHA. It is from this perspective that I find Utmost’s practices particularly troubling.
Here’s what I experienced firsthand:
Failure to provide a legally required move-in inspection checklist, violating RCW 59.18.260.
Failure to deliver my deposit accounting within the timeline required by RCW 59.18.280.
Dismissal of my ESA documentation, in violation of the Fair Housing Act (FHA).
Neglect of safety concerns stemming from unpermitted work and systemic mismanagement.
These aren’t just isolated incidents. Numerous reviews reflect a pattern of unethical practices, including privacy violations, failure to address critical maintenance issues, and attempts to shame tenants publicly. For example, previous tenants Josh and Elizabeth described how Utmost violated their privacy by posting personal move-out photos in a public response to their concerns. Luke’s review sums it up perfectly: ‘I am sure it will only be a matter of time before you violate the wrong person and they sue you for your pitiful business.’ That time has come.

Leadership, particularly Shelley Ragusa, consistently chooses evasion over accountability. Even when faced with clear legal violations, they prioritize profits over tenant safety and well-being. Publicly shaming tenants rather than resolving issues only further highlights their lack of professionalism and ethics.
To those considering renting from or partnering with Utmost Property Management, think carefully. Their pattern of neglect, disregard for tenant rights, and public mishandling of complaints should serve as a warning. I am committed to holding them accountable—not just for myself, but for every tenant who has suffered under their systemic failures. The truth will prevail.

I changed my review after Utmost Property Management resolved my service issues, which stemmed from a frustration with answering services. They continue to provide exceptional service.

The absolute worst! They care 0% for their tenants, I can only imagine what they are shoveling to owners! They refuse to call back after several messages (because they don't actually answer the phone EVER). They are MIA with any follow up. They simply "don't want to be bothered". I could write a novella on all the issues but they don't deserve any more of my attention. Consider yourself warned; tenants & owners alike! Run, don't walk away from these cretins. They are the utmost in horrible service & incompetence. Don't make the mistake I did. Now that I'm free of them & with an amazing property management company, life is but a dream!

Utmost Property Management has been incredible, they’ve worked diligently, communication has been incredible, and Shelly and Joe have been providing great service to address several maintenance requests. Both of these people have provide that they really care about their tenants, the property, communication, and aim to provide excellent service. You’re in good hands with Shelly and Joe! We couldn’t be happier.

Shelley (the owner) is trying to force an eviction after illegally charging a surcharge on the tenant portal. Shelley has sent people to take pictures through house windows, after she deliberately vandalized the property, and threatened the tenant resulting in two separate police reports. A protection order has been filed for the harassment. Anyone renting with Utmost property GET OUT NOW!
6/22/2024: Shelley has again lied about outstanding maintenance requests ignoring the two years of emails documenting proof and has again threatened to evict a tenant over her repeated breaches of Washington State law. She continues to believe threatening and harassing tenants is an appropriate behavior instead of resolving maintenance requests that are required due to her breach of signed landlord-tenant contract. It is also worth noting the initial lease was with the homeowner and the entire contract with Utmost is a breach of the initial agreement that stated no third-party rental agency would be involved.

We have been tenants with Utmost since 2018. The experience we've had has always been great. There are always curve balls (as is life), but I feel they do their best to meet them head on and address them with urgency and attention. Their maintenance team is always friendly and prompt. Dorene helped us recently and her care and attention to the issue was absolutely great. I would recommend them to anyone looking to rent!

We love working with Grace at Utmost - she is incredible and so responsive and creative and always has a wonderful and positive attitude. She consistently goes the extra mile, above and beyond. She is a huge asset to our air b and b endeavors and we value her so much!!!

I believe 100% that who a property management company is, is who it is made up of, and the quality of their integrity and character.
Most property management companies reveal just how dark they are either after you've invested everything or lost everything with them.
Some you learn over time keep their word.
What is truly unique and unheard of is a property management company that is honest, up front, answers all questions, and sets you up for success or sends you in a direction that would better serve you as a tenant, FROM DAY #1!
I have not even filled out an application yet, and I'm grateful and impressed by this companies transparency, integrity, and attentiveness.
No Smoke blowing here, I'm disabled, receive housing support, and have been treated with honesty and kindness in a way that is unique.
