A mexican investor looking to invest in Tucson or Phoenix, Arizona

Hi, I'm Alex from Sonora, México, I own 2 properties: one 12 apartments building in Ciudad Obregón and one house at the beach (San Carlos) that I promote at Airbnb and is doing great by the way.

Investing in Tucson or Phoenix has lived in my mind for years but I haven't done it yet. What I have thought is to do some arbitrage first, get familiar with all the "know how", form an equipment (cleaning stuff, property manager, etc), and then consider to invest, and, why not? if arbitrage works I could also grow that way too.

I would appreciate if you could give me the best advice possible, I've made some research and I've been told that arbitrage is not the best option at Tucson because of the seasonality (too hot in the summer), but I won't like to just stay with that opinion, I would like to listen to more opinions.
